Elements and Performance Criteria

  1. Identify biosecurity requirements
  2. Biosecurity requirements are identified from regulatory import and export conditions
  3. Biosecurity workplace policies and procedures are interpreted
  4. Import and export biosecurity threats, risks and terms are identified and explained
  5. Customer documentation and instructions are identified and interpreted to determine biosecurity requirements, including first points of entry and biosecurity entry points
  6. Advice is sought from relevant persons on biosecurity concerns
  7. Approved arrangements and treatment providers are identified in accordance with import and export conditions
  8. Persons in charge of the goods are identified and responsibilities are explained
  9. Apply biosecurity procedures
  10. Biosecurity safety and security of transport and storage activities are undertaken in accordance with regulatory requirements and workplace procedures
  11. Biosecurity threats are identified, secured and reported in accordance workplace procedures
  12. Monitor biosecurity compliance
  13. Biosecurity directions are followed in accordance with regulatory requirements
  14. Biosecurity approved arrangement and treatment providers are monitored in accordance with workplace procedures
  15. Report biosecurity concerns and incidents
  16. Records are kept and checked in accordance with workplace procedures

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying import and export biosecurity regulatory requirements and workplace procedures

identifying biosecurity threats, assessing risks and undertaking appropriate risk control measures in accordance with workplace procedures

monitoring the biosecurity safety and security of transport activities

reporting biosecurity concerns and incidents in accordance with workplace procedures and regulatory requirements.


Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

approved arrangements including business or entity activities

biosecurity delegated legislation and regulations to manage:

biosecurity legislations and regulations

export control legislation and regulations

imported food legislation and regulations

biosecurity import conditions system (BICON)

biosecurity risk including biosecurity threats and measures

first points of entry and biosecurity entry point including designated landing places or ports that ensure overseas conveyances and goods must arrive at a biosecurity entry point that has the appropriate facilities to effectively manage biosecurity risk

imported food inspection scheme (IFIS)

off shore biosecurity treatment measures

on shore biosecurity treatment measures

persons in charge of a conveyance that are subject to biosecurity control including the person in charge or command of the conveyance

persons in charge of the goods that are subject to biosecurity control including:

the owner of the goods

the person who is in possession or control of the goods

relevant biosecurity workplace documentation

relevant workplace biosecurity policies and procedures

reporting biosecurity incidents including requirements for persons in charge of goods that are subject to biosecurity control in accordance with biosecurity legislation

risk of non-compliance penalties within Australian biosecurity regulatory requirements

seasonal biosecurity threats.
